Commercial air tour safety requirements program (Part 136 subpart A)
Operator program · 14 CFR 136.5-136.13
When you need it
Air tours
What the FAA does with it
None: the FAA checks compliance during surveillance, submitted by Kept in your company records (not submitted to the FAA).
What you'll need to provide
Your tour aircraft and routes, passenger briefing method, over-water operations, life preservers and floats, and how you record rotorcraft performance plans
What the FSDO looks for
Inspectors evaluate submissions using FAA Order 8900.1 guidance and, for certificate holders, SAS Data Collection Tools.
- 8900.1: V3 C18 S3 Part A Operations Specifications: General (CHG 1021, Current)
- Advisory Circulars: AC 136-1
- DCTs: none mapped
Common reasons submissions are returned
- Aircraft data (make, model, serial, N-number) inconsistent across the application, the document and the registration certificate
- Outdated revision of a referenced AC, MMEL or template
- Missing signatures, dates or revision control on each page
- Missing required attachments: Your tour aircraft and routes, passenger briefing method, over-water operations, life preservers and floats, and how you record rotorcraft performance plans
- Submitting to the wrong office or by the wrong method (expected: Kept in your company records (not submitted to the FAA))
General issues drawn from the requirements above, not statistics.
